TRAINING INTERNATIONAL ACTORS IN THE FIGHT AGAINST CORRUPTION

Training in the fight against corruption: a new area of intervention for the ENM

The fight against corruption is a high-stakes matter, in France and internationally, and there is a need for specific judicial training in the field: "Corruption is a scourge that threatens the very foundations of the rule of law. It knows no borders and is concealed and systemic by nature. The ecosystem that enables us to fight corruption has to be perfected continually. That is what emerges from the assessment conducted by the Organisation for Economic Co-operation and Development (OECD), whose report has just been made public," explains Ingrid Derveaux, member of the judiciary, subdirector and head of the International Department of the ENM. "Training is one of the components of that ecosystem, one which allows us to come together across borders to share our common concerns," she adds.

The ENM has been working with the French Anticorruption Agency (AFA) to train international actors in the fight against corruption: "This session combines theory and practice to offer a broad view of the issue, through numerous concrete examples and personal accounts, which serves to emphasise how the fight against corruption necessarily involves all the actors involved in prevention, detection and repression and the sharing of good practices between professionals," explains Florence Gilbert, member of the judiciary and project officer in the International Department of the ENM.

A range of professionals represented

55 professionals involved in the fight against corruption, mainly judges and prosecutors, but also investigators and members of administrative authorities and a financial intelligence unit attended this session. A total of 21 countries were represented, both from the European Union (Andorra, Bulgaria, Croatia, Hungary, Italy, Lithuania, Luxembourg, Monaco, Portugal, the Czech Republic and Romania) and also from outside Europe (Kosovo, Benin, Cameroon, Egypt, Ghana, Iraq, Qatar, Mongolia, Togo, Tunisia).

A NEW SESSION IN THE 2022 CATALOGUE

The next session will take place from 14 au 18 November 2022. On the programme: reminders of the legal issues and practical presentations to explain the crimes concerned, the investigation, prosecution and judgment of breaches of integrity with regard to the latest legislative developments.
